What are some proposals to reduce, or remove the illegal drug problem in America, without legalizing said drugs and following the Constitution.

Stiffer sentences for people who manufacture and sell drugs. Closing “head shops” who sell pipes as incense burners or bongs as decoration. Making the chemicals that produce drugs harder to get without a license. Making drug counseling free to people with addictions.
