Weed Addiction and School?

If a student of 18 years old told their school counsellor that they were addicted to weed, and needed help with it, would that school counsellor be obliged to keep it a secret? As in, not being allowed to tell the school or the student’s parents?
Also, what can a school counsellor do about these problems? Can the student counsellor actually help the student or are they obliged to send the student to a rehab center or something?
Can the school counsellor just have talking sessions with the student and help them like that, or are they not qualified enough for such problems?

If the student is 18 you can’t tell anybody not even the parents. The best thing you can do I get info on rehab and try to convince him to go himself. Weed isn’t usually the sort of thing they need to be committed against their will for.
